 Hello, decorating  a photo with pearl pen and putting it in resin shouldnt be a problem as long as it has dried right?

Ive also thought about decorating a dried layer of resin with a pearl pen and pouring a second layer once it has dried.

Yes, make sure it is dried, then seal it before use in resin.
