  After sanding my resin piece (a global paperweight) it is dull. Could I restore the shine with Acrylic spray?

  Yes, it will work provided you end with a 1000 grit or higher sandpaper. Otherwise, you will still see frostiness underneath the spray, albeit it won’t be noticeable as before the spray.
