I have some bottle caps that I filled with resin, I think I didnt add enough hardener because its been over 24 hours and they are still a wee bit tacky? Can I add another layer of resin with enough hardener to get rid of the tackiness?

If theyre just a little bit tacky on top (like touching tape), you can pour a thin layer of resin and it should be fine.
Also make sure you mix thoroughly (scraping sides and stir utensil) when mixing. I also find this is a common reason why items dont cure properly.
