Is this made of resin, and if so, how can I repair it?

      I have a “lighted outdoor frog” that recently received major hail damage that I would like to repair, but I am not sure whether it is resin, and if so, what kind, and is this something that I can do (having never worked with resin)? How do I begin?

      The least damaged area is the feet of the frog! It is a material that seems to be some kind of a plastic! I am not sure how they got the effect that they did other than to think they poured or drizzled the liquid in a stream back and forth until it hardened, but onto what did they pour it….the frame itself wouldn’t seem to support that! Help, please! I thought you would need to see a picture in order to understand what I was talking about!

      Do you have a picture of the frog before the hail damage by chance?
