I’ve tried removing the bubble ring by sanding by hand, but I think I need to use an electric sander. What kind of sander do I need to do this? Is it possible to find someone who can sand this for me? I hate to discard it.

You can try a dremel tool with a sanding attachment. I would expect you could get a kit for $50 or less at a home improvement store. Please wear a particle mask and safety glasses when doing this.
