I resined a sign (wood) with sticky vinyl letters underneath. It’s dry in some spots but not all spots – still slightly tacky in spots after 3 weeks. If I were to scrape it the letters would come off. Can I just resin over the whole thing again or should I just ditch it without scraping and sanding? I resined a coaster at the same time and it didn’t cure at all. I scraped it, sanded it, reresined it and turned out lumpy so I had to ditch it.

If it’s sticky, you can recoat with another layer of resin. If it’s gooey, you will need to scrape off and start again.

It sounds like you may have not measured and mixed the resin correctly. This article gives tips for that:
